National Cybersecurity Strategy

Thanks to the evolution of information and communication technologies, digital technology is now omnipresent in all areas of human activity. 

It has profoundly transformed our contemporary life by influencing our ways of thinking, producing, working, learning, and communicating. It has also abolished geographical boundaries by establishing global connectivity that has made information and knowledge more accessible than ever.

In this context, Kingdom of Morocco, under the enlightened leadership of His Majesty The King, may God Assist Him, has resolutely engaged in a digitalization process by implementing several programs and initiatives such as "Maroc Numeric 2013" and "Maroc Digital 2020." At the same time, dedicated structures have been put in place to ensure the monitoring and successful completion of this structuring project, considered vital for our economic and social development.

However, if digitalization offers numerous opportunities, especially in terms of inclusion and development, it also brings risks to be managed, stemming from changes in digital usage and associated threats. Uncontrolled digitalization constitutes, indeed, the starting point for cyber-maliciousness acts that could exploit the expanded attack surface and target and disrupt public order, economy, and essential services of a country in general.

Aware of these security challenges and in order to support the digital transition, our country has chosen to respond in an appropriate and global manner by updating its national cybersecurity strategy. This strategy, result of board consultations with various national stakeholders, aims to improve our national governance mechanism and strengthen our legal and institutional framework in this area, while emphasizing the vital importance of human capital in the field of cybersecurity. The strategy also underscores the necessity to increase efforts and investments to protect national information systems and enhance their resilience. It further demonstrates our country's international commitment to a safe, secure, and resilient cyberspace.

Cybersecurity is a shared responsibility. Therefore, this strategy involves all actors of the national cybersecurity ecosystem. It sets the orientations in terms of strategic objectives and priorities for the years to come. It intends to be a collective response to the challenges of the digital world, with the goal of establishing a trusted environment enabling the economic and social development of our country.

The national cybersecurity strategy outlines the guidelines for our action by 2030. The monitoring, coordination, and supervision of its implementation fall under the national authority. It will be subject to periodic adjustments.
