According to the 2024 report recently released by the ITU, Morocco has reached a new milestone and is now ranked in the top group (Tier 1) alongside 45 other countries. The Tier 1 group includes role model countries that have demonstrated a strong commitment to cybersecurity in recent years and have implemented, through coordinated actions, the necessary fundamentals in the areas of cybersecurity covered by the study.

The GCI index is a global reference in cybersecurity. It measures countries' commitments and maturity using 83 indicators grouped into five pillars. The 2024 GCI index is the fifth edition. The 194 evaluated countries can use it as a roadmap to guide their national strategies.

The ITU recognized Morocco's performance, which scored an overall 97.5/100. Compared to the 2020 edition, Morocco has made significant progress across the five dimensions of the study: legal, technical, organizational, capacity building, and cooperation. Morocco is the only Maghreb country in Tier 1, which includes, in addition to Morocco, 7 Arab countries and 5 African countries.

Morocco scored 20 points in terms of legal, organizational, and cooperation measures, 19.38 points in capacity-building measures, and 18.12 points in the technical measures index.

This progress reflects the firm commitment of all national stakeholders to secure the national cyberspace, strengthen resilience, and mitigate cybersecurity threats. It also highlights the joint and sustained efforts Morocco has been making over the past two decades in the field of cybersecurity, under the enlightened leadership of His Majesty the King, may God assist him.

The ITU report highlights several strengths that enabled Morocco to achieve this performance and strengthen its position on the global stage. These include the development of a comprehensive legal framework composed of several legislative and regulatory texts covering cybersecurity, the fight against cybercrime, personal data protection, digital identity, and trust services, as well as the recent launch of the national cybersecurity strategy with a 2030 horizon.

The Kingdom has also focused its efforts on developing human capital through capacity building, skills qualification, and basic and continuous training in cybersecurity and information and communication technologies in general. Additionally, it has organized awareness campaigns for professionals and the public about cyber risks.

The creation of the monitoring, detection, and response center for cyberattacks (maCert), under the responsibility of the DGSSI, which plays a major role in protecting the national cyberspace, is also a notable achievement. Lastly, the priority given to cooperation with international organizations and the signing of partnership agreements with several countries also contributes to this success.
